Convert full aspect DVD format to TV safe area

Hi,

when I sample video material with a TV card and look at the MPG's in the preview of any DVD authoring software I realize that the PAL video part of the picture fills about 704x540 px out of the full 720x576 area. So there are borders on the right, left and bottom edge. I expected that I'll see the whole PAL part of 704x540 on the TV set when I play my DVD's.

But instead it is cut off around approx. the TV safe area that I see while authoring the DVD.

Are there any tools around I can use to transcode or convert the MPEG format so that I'll see the full PAL picture in the inner of the TV safe area?
i.e. could it be done with TMPGEnc? If yes, how will it work?
