error code -1073741701, IE, it won't install properly

every time I try to install nero or AVG or other programs like that, it installs most of the way, but near the end I get an error that says
"regasm.exe application error
this application failed to initialize properly (0xc000007b)"
then the program itself gets an error and when I try to run the program, it will not work properly (for example, when I try to burn a dvd, it fails to even start burning the information to the dvd). The nero error says somthing like code -1073741701
I have no idea why this will not work, and I have already tried combofix.exe.

Sometimes employers place software on their computers and nets which prevent the installation of software. Have you run any anti-virus programs to make sure there's not a problem? There is a worm that sometimes causes installation problems and bogus error messages.

I ran combofix, but I can't install an anti virus... I get the error when I try.

Is this a new system? Are there any programs you have been able to install lately? Have you tried installing as the system administrator?
The regasm.exe program is a system program that adds registry entries for assembly language programs that allows the program to function. It usually works in conjunction with the .NET framework. Something could be wrong with your system's .NET installation.
Frankly, if this were my system, I'd definitely backup any data, reformat the HDD, and reinstall the OS. Be sure to get antivirus up as soon as possible. Both AVG and Avast antivirus are free and work well. AVG is a little less intrusive.

I tried to install AVG, but it got almost all the way trough the installation when the bar moved backwards and it said
Local machine: installation failed
Installation:
Error: Action failed for file avgamsvr.exe: starting service....
Access is denied. (5)
