I have no idea what this is or where it came from. It now stops be from using Nero 7 which has worked properly for over a year.

Can anyone help me get rid of it?

Supposedly it's part of something called 'Nero Scout'.
It seems to be an option that was selected during the installation process.
The link refers to a procedure that prevents it starting up.
