Peer Guardian 2 doesn't seem to work with Vista. Are there any other IP blockers that will work with Vista??

there is the peer guardian 2 beta for vista; currently using it. it's better than nothing.

If you have ”Torrent you can use its ipfilter.dat function.

If you have Azureus, you can use the built in IP Filter option or the SafePeer plugin.

They all serve them same function as PeerGuardian.

Outpost fire-wall now has a IP Blocker that is compatible with Vista 32/64bit. This site has a pretty good write up and focus on the IP blocking plugin:
