Help Writing a HomeBrew App

I would like to write an application to run on my homebrew enabled PSP but I don't really know where to start. I have quite a bit of programming expereince in C Visual basic and In assembly back in the days of DOS. I can't seem to find the tools I need to get started like a compiler/linker ect.
Also I don't necessarily want to write the app but would be just as happy to hire someone to do it.
The basic function is to use the PSP as a control interface to a CNC Milling machine. This would require sending and recieving commands to/from a host computer via WIFI. Displaying X/Y/Z loctions on the PSP screen and a few operator prompts. Monitoring the analog and digital I/O buttons on the PSP and sending the status to a PC via wireless. The PC program is written in Visual Basic so routines that interface directly would be a big plus.
The PC app could be redone to work with Microsoft Framework if that would make the project easier.
Thanks in advance for any direction on this project.
