First of all, every DVD game I have burned has worked with Swap Magic DVD 3.8 Coder Edition. I use DVD Decrypter and burn games at 2x speed for DVDs. But when it comes to CD PS2 Games, I tried burning with CloneCD, and it burned at 16x and just spinned, my friend tried and his did too, Swap Magic 3 Plus Coder Compact Disc will not load our games.

What the hell do I have to do to get it to work?

What brand discs are you using? Ex. sony's, hp, tdk, etc.

Imgburn will burn CD backups.
Just select your .cue file when browsing for file and insert Blank CD, set the write speed to 1/4 the max speed of the CD-R for best results.
Or use Alcohol, nero etc. follow this guide.
