PC HD Cause of Comp Not starting

Ok so the power supply went out on my PC the otherday I figured what it was from the beginning, so I went ahead and purchased a new power supply and installed it the Computer would not start as if the power supply were dead.

I unplugged everything down to nothing but the motherboard, CPU, and Ram and tried, the powersupply started right up as did the computer, I then figured I will go 1 Component at a time to make sure everything runs smoothly, after trying to plug in the hard drive I ran the IDE Primary to is as well as power the computer refuses to start, as well I tried the IDE 2 slot and have swapped out Different IDE cables, but all i have to do is unplg the HD and the powersupply boots right up, btw I tested the old power supply and it was bad so I know It was at least 1 of the probs

does anyone know what this may be and why it's happening? and if so a solution?

So I tested it with an older HD laying around it booted right up so obviously..... Its the HD, problem is theres "Alot" of files on that HD I need any suggestions on how to get that working again or even how to restore it?

First of all, did you make sure that your new power supply would supply enough power for your hard drive? That might be why it works with the older one but not the newer one.

To get the data off of your old HD, the only thing that I could think of to do would be to install both it and a new HD into another computer and ghost the drive.
