1.) when I switch OFF my desktop IBM computer, the system unite goes OFF but the FAN in the PSU remains on. what can be the problem and what should I do?

2.) when I switch ON my IBM desktop computer, the light on the screen indicate that the screen is ON but screen remains dark. that is no video. what can be the problem and what should I do.
