Mouse scatters accros the screen?

This is possibly the most annoying thing in the world. I'll be trying to move the mouse down to the bottom left hand corner of the screen to open up a program thats minimized to either the icon tray, or down on the toolbar. I'll go over it, and then the mouse will scatter off, It will work after 2-3 trys. Any ideas?

I have searched for spyware, ad ware, viruses, the whole shabang. I have re-installed windows maybe, 3 times (not for this reason, but for things I couldn't fix), and re formated, I don't know 12 times?

Any help?

Probably not the reason but I figured I should ask some simple questions first.

Have you tried your mouse on a different surface?

Yeah, I tried this one Dell gamers mouse, and it happened more abundantly than this one does. I tried it on two other pads, still, the same result.

Wire optical. Its been doing this since I first got the computer (a few years ago).
