It could be the power supply not supplying enough power to the drive. Try to disconnect power and reconnect power to the CD Drive.

Open it and see if anything is jammed. What graphics card do you have running on that 400Watt? Try to unplug everything and just have power going to the cd drive and see if it opens. Here in the US, 400 watts is nothing for a power supply. Our standards are minimum 500 Watt. I run on a 650 Watt.

I think it is the PSU. I mean, 400watt and an 8800 doesnt work out well. Try to unplug the video card and see if the CD Drive opens. I still think its a power issue. With an 8800, you should have a minimum of 600w, thats what we do here in the US.

well thats what i am suppose to do too.bt since it was out of budget i couldnt afford the 500wtts power suppy..coz here in india they charge way too much according to the locatlity you stay in and where the shop is.okay so if there is a power shortage so can i try it some other pc which has cheap grphs card nd d power is kind of sufficeint..but i doubt that this problem persist due to shprtage of power.in the begining only it sumtimes stopped readind dvd..certain it used to read.we dint look into the mattter at that time, but later on the tray only stopped comming out bt the light alwayz used to show..

with a 400w you'll be putting your power supply under a load constantly which could result in damage to parts. Try the CD Drive in another computer. How much are DVD Burners there? They are dirt cheap here ($30 ish and for conversion, a 2 liter bottle of soda is about $1.50)

No, you should really get a new Power supply. The one you have now is not sufficient. This could be the tip of the iceberg really, cheap and/or underpowered PSUs can go bang and take the rest of your PC with them. Get a proper brand 500W PSU immediately.

Yes, it is. A high quality unit would work, but potentially unstable. Given your situation though it's very likely a cheap unit, which can often go bang, which can destroy the rest of the components in your PC and/or set fire to something. Get it replaced with a proper unit (e.g. Corsair) immediately.

Your processor is not crap. Your RAM is also good. Your video card is amazing. All of those items are probably running at reduced speed because of lack in power. the processor that you have, is it a Core 2 Duo or Pentium D? Use CPUz to check exactly what it is.

dual core 2.66 and the mother board sucks coz itz nt supporting 1333fsb which i bought 2mnths bak ..so i cant but core 2 duo and the processors sucks coz 533 sumthn lyk that which my bro said..so itz reducing my ram speed 2 533 which shuld be working as 800..in short upgrading computer is one hectic thing.

jsafi: No you have a cheap Power supply unit. Not all PSUs are made equal, the cheap ones are very poorly made and prone to failure which can cause damaged PC parts, fire and even death.
core2kid: It could be worse, but let's not beat about the bush, the CPU is very slow if it's a Pentium D, I'm somewhat dubious it's a Core 2 Duo, because 2.66Ghz Duos were never cheap. 2.66Ghz Pentium Ds however were practically free.

Tell us the brand name and we can tell you. Truse me though when a dealer says a PSU is "good" what he actually means is that he doesn't give a toss, he's just trying to sell it. Very few shops consider the quality of power supplies they sell, or they wouldn't sell half the heaps of crap that sit on their shelves.

I'm not suggesting the retailer is a crook, that's not the point. I've bought PC parts from dozens of places over the years, most of them with very sound business practices, but every single one of them sell deathtrap power supplies, it's just something that happens in the PC market. The

reason for it is that people buy PSUs thinking that a gaming PC needs 500 watts or more. As it turns out the vast majority of PCs barely use more than 200W. (Note, this does not make using 200W units for gaming PCs acceptable, you should always leave plenty of room ahead for upgrades and

to keep the PSU's lifetime up, no units stand up well to 24 hours use at their maximum capacity). The reason that people buy PSUs with huge wattage outputs though is that they have had problems with cheap crap units that say they're, for example, 450W, when in fact they will collapse if you try to draw more than 150W from them. This happens with over a hundred brands of PSU, there are plenty of dodgy companies out there.
Traditionally, Gold PSUs are the worst of them all, since lots of crap companies produce gold PSUs, but I can't name a single company that's actually any good that does.

Upgrade your processor to a Core 2 Duo, something like an E6750.
The following are all good Power supply units I'm happy to recommend.

OCZ StealthXStream 600W (NOT GameXStream)
Thermaltake Toughpower 600W (NOT PurePower)
Corsair HX 520W
Tagan (anything 500W or more)
Antec (anything 500W or more)
PC Power & Cooling Silencer Series
