Purchasing an unlocked phone

Hello,

I live abroad, so I'd require an unlocked cellphone to activate with a local carrier. All cell phones sold here are unlocked, but the price markup is ridiculous (150%, minimum). I have a friend coming to visit so I can order a phone to him and he can bring it for me, but I don't know where. The stores here that sell cell phones will unlock them for a ~$20 fee if possible, so I can buy a regular phone and do that. Does anyone have a suggestion for where to purchase a phone, and how to find out if it's unlockable?

The Nokia 2610, LGCG180, and Pantech C180. Would these be doable? Is there another place, perhaps, a better one to purchase these from?
