I am not sure what you are asking for.
Are you looking to continue bittorrent, but want to block malicious IPs with something like PeerGuardian 2.
Which bittorrent client are you using?

It is not Comcast that is watching. It is the entertainment industry groups who watch and then report you to Comcast.
That is one of the functions of the IP blocker, to block IPs that are "known" to belong to anti-P2P groups.
I don't use PG myself as I use the built in IP filter in Azureus and ipfilter.dat in uTorrent.
Anyhow, this is the installation guide at the PG wiki:
http://wiki.phoenixlabs.org/wiki/PeerGua...tallation_Guide
When you get to the part about which lists to load, all you need to load is the Anti-P2P, uncheck the rest.

They have some problems with their lists at times. There is a thread called Blocking 0 IPs? at their forum and this post from a moderator was up yesterday.
It basically says:
"we are having problems with the list. You can go to this site http://iblocklist.com/lists.php and get the URLs for the list you need and add them into PG2 temporarlly.
Here is the PG2 manual. It will help you with adding the list.
http://wiki.phoenixlabs.org/wiki/Pee...ist_Management"
Edit: In fact there is a thread here at Afterdawn just a few down about PG2 blocking 0 IPs.

Comcast will throttle you if you exceed a certain volumn. Especially if you are using torrents. Torrents was 50% of the total traffic this summer. Torrent traffic went up 20% in just this year. Everyone's service is being effected. You might try downloading less. Then your down loads might be faster.
If the PG2 fix actually works please post results if it helped or didn't help.

PG will not help with the Comcast issue.
PG is used to block anti-P2P groups from connecting with you on a torrent.
Comcast's use of Sandvine is to interfere with P2P communications so as to cut down on traffic on their system.
If your bittorrent client has encryption/lazy bitfield, using those might help.
Hopefully the Comcast issue will be gone by the end of the year with the recent agreement between Bittorrent, Inc. and Comcast

That is what I thought but I had not heard of the recent agreement between Bittorrent, Inc. and Comcast. I am not really sure what can be done unless the torrents do their own throttling to give other traffic some breathing room. The problem with torrents it can pull so much even with no one at the computer.
Encryption may help and it probably smart to do anyway. I know some one that suspended from Cox. He was directed to a site that had his torrent activity for the month then read him the riot act. Then he was able to click the I will be good from now on button to restart his service. However if you pull too much on Comcast they will throttle you so hard you can't even browse.

This is the story on Comcast/BitTorrent at Slyck
This is TorrentFreak's take on the deal.
In either event, there will still be some throttling to preserve bandwidth.
When Comcast starts their 100Mbit connection (Wired), maybe the interference will stop.

How did you get it working? Are you shure it was you and not Comcast? I have heard if you cease and desist they losen up their throttle. When you hit a gigs in x days quota again the throttling will start up again.

Comcast only throttles a very small % of their users that use the most.
Most people's issues with Comcast are with the Sandvine.
For that either encryption works or there is no way to counter it.

Thanks jeffw224 for putting a name to it.
Cut from a Sandvine advertisement
Quote: Sandvine solutions are built upon the fundamental concept of conditions and actions. Conditions determine when traffic management policies should be activated and include subscriber service entitlement, types of application traffic, and environmental aspects such as network traffic and time of day. Actions are policies that are triggered by a set of conditions - some of today's potential actions include optimizing, marking, protecting, or notifying support systems. For example, a service provider may want to optimize file-sharing traffic on their network during regular weekday business hours. This simple condition <-> action concept drives our industry-leading solutions portfolio.
It must be a very sophisticated application that can monitor all traffic flows and analyze packets for content. This could explain much it not all the complaints I have heard with Comcast. Does anyone know any of the methods it uses to correct traffic flows?

This is the best explanation I have seen:
"The Sandvine application reads packets that are traversing the network boundary. If the application senses that outbound P2P traffic is higher than a threshold determined by Comcast, Sandvine begins to interrupt P2P protocol sequences that would initiate a new transfer from within the Comcast network to a peer outside of the Comcast network. The interruption is accomplished by sending a perfectly forged TCP packet (correct peer, port, and sequence numbering) with the RST (reset) flag set. This packet is obeyed by the network stack or operating system which drops the connection."

"I see" said the blind man! I have heard bits amd pieces that I could not 'make out'. Your explaination has enough meat in it to understand the process. That explains a good deal. However, I bet it has other 'tricks'. Some how it can throttle you even if it can't disconnect you. That is what I ment by throttling. I have heard the process is mindless and eases up some time after you stop. It seems the harder and longer you push, the harder and longer it pushes back. It is one smart application!

The disconnecting that it is referring to is with P2P connection(s), not the internet connection. That is basically how it throttles P2P.

The throttling I mentioned can happen to the Comcast user node if that node is using encrypted packets. The node output is throttled so that you can't browse the web through that node anymore. All traffic is throttled to a trickle. If said user shuts down P2P operations the node comes back to life in a day or less.
