try this,

start/run type msconfig/ got to BOOT.INI tab

From here you can adjust the time out and move which boot goes first.

Good luck.

I'm not sure whether you want to start XP first instead of NT or you just want to do a dual boot so you can use both OSs?

Your PC starts in NT because the BIOS are currently set to scan the NT hard drive first. So you're going to have to boot into the BIOS (Press F12 or F8) upon restarting and change the order in which the PC scans for drives (The BIOS menu looks intimidating but its easy to follow just refer to the legend on the bottom of the screen).
Once you do this your PC should start in XP instead of NT whenever you do a cold boot. If you ever want to switch back to starting in NT just repeat those steps but specify in the BIOS to start NT as the #1 drive and it should scan it first before looking for other options.

I hope that helps.
