If I download the eboot file, can I install a PS1 game on my PSP without hacking it?

Heres the deal.
I want to play hot shots golf 2 on my psp
I have a mint green japanese slim
I dont have a pc, so I cant use the playstation network downloader, I dont have a ps3 either.
I downloaded hot shots. Its GAME - > SCUS94476 ->document.dat, EBOOT.pbp, keys.pin
I figured if I dragged the GAME folder to my PSP i could play the game.
However, when I do this, and go to the memory stick section on the psp , the hot shots golf 2 logo DOES appear, BUT, when I click on the game I get a
"The copyright protection is invalid" error
whats the deal? Can I just not do this?

I think the problem is that I dont have the LICENSE folder and .RIF file for hot shots golf 2.
Can anyone help me get this?

Unfortunately, without custom friwmare you will need to purchase the game through the playstation network. The problem is that the PSP see's your eboot file as a compatible piece of software but it cannot run it because it is a copywrite game. however, with custom firmware the PSP bypasses this step.
