Hiphone troubleshooting...Please Help

I just bought a used Hiphone. I was told any SIM will just plug and play. However when I put my SIM in (ive tried both slots) nothing happens. It wont load my contacts, it wont make or receive calls. It wont connect to my network at all.

Is this phone locked due to the fact that the previous owner may have had a different service provider than I do? If so is there any hope for this phone?

By the way I have Nextel service
