Are you using a router, if so what model. What modem do you have, there should be a sticker or something? What port, Azureus recommends one over 47, something, say over 50,000? What ISP, they may block torrents: http://www.azureuswiki.com/index.php/Bad_ISPs If you use any firewall, even Windows, you have to make Azureus an exception in it. Enable Protocol Encryption: http://forums.afterdawn.com/thread_view.cfm/395674 And won't help the speed issue but look into using SafePeer in Azureus if you're not.

Most universities, if not all, are blocking p2p, they wouldn't want illegal downloading in their name. Unless you're friends with their IT, I don't see anyway around it. I doubt it will help but disable UPnP: http://www.azureuswiki.com/index.php/UPnP
