burning HDLoader 8C - BIN/CUE to DVD-R??

I recently downloaded and burned this file from the above site to a verbatim DVD-R because my modded ps2 doesn't seem to play anything off of a cd-R. The problem is it doesn't boot. I'm not interested in using the elf files, so is there any way to get this to work using blank dvd's?

You can download hdloader ISO images here to either load to your hdd via
WinHiip 1.7.6 or burn to DVD.
