So I've set everything up in utorrent according to all the guides, but I am a little confused about my uploads. I don't have any problems with my downloads by my uploads seem to cap out at around 40kbps and when it is at 40kbps my internet browsing screeches to a halt.

When I run a speedtest using the recommended site on here it says that my upload reaches 3000+kbps.

Am I missing something here? It stinks to be able to download a tv show in about 20 minutes but have to keep it uploading at 20kbps for 2 days just to keep my ratio up.

Any help or explanation would be appreciated.

Hear you there, 3000 kb seems a mite high for upload. Try this speed test, very accurate and report back download and upload speed: http://www.speedtest.net/ Your internet troubles may be related to Global Connections and/or maximum connected peers, try lowering them at options>preferences>bittorrent.

my numbers were download 15317 and upload 3190. I think I did the math wrong. After looking over utorrent's site I found that I needed to convert the 3190 to kbps by dividing it by 8 and then multiplying that number by .80. That gave me 31 kbps, but that seems rather low, I still think my math is off.

Good connection, you've got the right idea but going the wrong way. 3190 kb is 399 kB x .80 = 318 kB (1 kB = 8 kb) and that is your u/l you enter at options>preferences>connection or at options>speed guide>connection type, you can select 2 Mbit but that's way off. Are you getting a green port open at options>speed guide>port check. Any router, firewall, using a port over 10,000, UPnp off at options>preferences>connection, ISP throttling: http://www.azureuswiki.com/index.php/Bad_ISPs Edit: try Protocol Encryption: http://forums.afterdawn.com/thread_view.cfm/395674

I'm getting a green button, I've set the exception in my firewall, and I've set up encryption. I'm also running peerguardian 2 and no matter what I do I tend to max out at 40kbps and if I'm at that amount my browsing is SLOOOOOW.

I don't know if I should just except this amount. I mean what are other people able to get as an upload amount and still surf the net with ease?

Personally, my upload max is 60 kB. I've got a feeling your ISP is throttling on the upload side. Try at an off peak time between 12:00 AM and 6:00 AM. A green light at port check shows everything is set correctly on your end.
