Did you do a clean install or did you upgrade from XP?

One of the posts shows:

"Press Ctrl-alt-delete and bring up the Task Manager, click on the tab Processes and end the process 'System Idle Process', this will stop the looping effect. Then go to file, select New task (run), type explorer in the box and hit ok. This will manually restart Windows Explorer."

Check out the rest of the thread.

Also, they suggest you turn "User Account Control" off...

Turn User Account Control on or off

User Account Control (UAC) can help you prevent unauthorized changes to your computer. It works by prompting you for permission when a task requires administrative rights, such as installing software or changing settings that affect other users.

We don't recommend turning User Account Control off. If you do turn it off, you should turn it back on as soon as possible.

Click to open User Accounts.

Click Turn User Account Control on or off. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.

Select the Use User Account Control (UAC) to help protect your computer check box to turn on UAC, or clear the check box to turn off UAC, and then click OK.

Assuming it was working ok before hand & since it's more than a year since install my advice is save any data & reformat to start afresh,as much of a hassle as it is to reinstall i've found it takes longer to help out than it does just to bite the bullet,it also would be a good idea to invest in ghost or acronis & either image the newly reinstalled OS or create DVD image of c drive so next time it's only a matter of 1-4 hours to get backup & running, depending on the amount of data that needs to be copied, tho an image from hdd would be my choice
