Hi, I had no problem burning with ImgBurn until this point. I got the .rar file Winrar-ed it and got the Video_TS and Audio_TS folders. I then converted the folders into an .iso with Folder2ISO. The movie plays fine on my computer in any media player I have. However I tried to burn it with DVD Decrypter and ImgBurn and got the same issue. Heres the log file from ImgBurn (didn't save the DVD Decrypter log)

I 01:13:02 ImgBurn Version 2.3.1.0 started!

Is the DVD player shot or is it my recordable media maybe? (Dynex DVD+R it was on sale haha) or what could it be?

Thanks for any input.

Max however when I was burning it last night The speed was getting up to like .04% and then my burner would wind down and everything would go to 0% which makes me think its the burner...

Check your DMA.

EDIT:

I then converted the folders into an .iso with Folder2ISO.
BTW, you can save some time and let Imgburn make an ISO for you in build mode...or you can simply burn your VIDEO_TS straight to disc.

MCC004 discs would be great, however you said Dynex which means made in China - which means FAKE discs - http://forums.afterdawn.com/thread_jump.cfm/523553/3166022

Well I picked up a spindle of DVD+R and a pack of CD-Rs and the Cds work fine I've made several and they all play in all my cd players. So I guess it could be just the DVDs. or maybe not?

Like Creaky said, you probably got burned with some fake discs.Maybe they have their discs made by Mitsubishi, but most likely not if made in China.
Anyway, even with some genuine MCC discs, your drive might not know what to do with them. Your firmware, ED24, is old. I found an update, HI24,and even though is newer than the one you have , it is still old(from 2006-08-23), so basically your burner is old, might not have the writing strategies for the newer DVDs. Try and update the firmware and see if it makes any difference. Maybe there is a newer firmware than the one I found, just didn't come across any other.
