Constant scrolling on Winback and Age of Empires 2

I'm trying to play Winback and Age of Empires 2 off a burned CD-R. Neither one of them will work properly. I have a fat V7 PS2 with the independance exploit. I boot up CogSwapper and put in my only PS2 CD-R (Action Replay), use my swap card, and then put in Winback/AoE2. The game starts up no problem but there is no vertical hold (meaning the screen constantly scrolls). Is there a way to fix this? Or am I going to have to wait until I install a mod chip?

Also, I tried ripping Winback using HD Loader and it still scrolled.

Sounds to me that you are playing PAL games on a NTSC console or vice versa. Try checking what region your console is by looking at a sticker in the bottom of the console which will either tell you that its a PAL or NTSC.

I'm almost positive that the game is NTSC. Hmmmm... Is there a PAL to NTSC converter anywhere?

You can confirm whether the game is NTSC or PAL by putting the disc on a pc and viewing its contents. A NTSC game will have a SLUS_XXX.XX file in it while a PAL game will have SLES_XXX.XX.
