Mpeg2 Encoding?

I am looking for a way to encode my home video from dv cam to dvd, I know I can transfer the to my pc via firewire and then manipulate them with software, however i have been looking around for a hardware solution that will give better quality results and hopefully be faster.

I am looking at the hauppage wintv pci pvr 250 & 350, i have noticed that there is only slight differences reading through the spec could anyone tell me if these cards can do what i want and if it is worth paying the extra for the 350.

If these cards can do what i require, can i still transfer the video via firewire to my pc, edit the file, add effects and then put the video file through the encoder to convert to dvd. Will this way give better quality results in less time.

Re the specs of the above what is the difference between the video compression format of the 250 (YUV 4:2:0) and the 350 (YUV 4:2:2), please dont say 2 and what exactly is this.
