Windows xp hal.dll missing?

i get a hall.dll error when trying to start on windows with my dual booted mac mini. it worked fine until i couple days ago when i would keep getting errors from just going into my external harddrive or any usb mass storage device. I decided that i should just re-install windows xp to solve all the issues i had. thats when i started getting this error i did not even run the windows xp setup. i put the windows xp cd in i put in my serial code it copied some files and restarted my computer and then it started copying some more files then i selected my third partition to install windows xp. my first partition is about 300 mb or something like that have no idea what it is my second one is mac osx ( witch i can not run using the monitar i am stuck with ) and the third is where i normally install windows xp. i have formatted many times before and never had this issue. before when my computer was working i installed this program called mac drive witch lets me see my macintosh hd in my computer on windows xp. Could that have anything to do with it? i dont think so because i formatted it so all the data from windows xp is gone? but that is the only thing that has really changed. so i have heard this is cause because of dual booting? so can i just get rid of every partiton and install windows xp from their? but i do not know if that would work on a mac without bootcamp? and i do not have the mac osx dvd with me. i am lost any help?
