How to lower the bit rate of an mp3 file?

I've recently got a new phone - the Motorola MOTORAZR which can't play mp3 files with bit rate above 128 kbps. I want to play a song (Mad World by Gary Jules) with a bit rate of 320 kbps, is there any way of changing the bit rate.

P.S. and while at it, could someone explain to me what does the bit rate mean?

The bit rate is the number of digital samples of the analog signal.The more samples taken or provided, the better the reproduction of the original signal.
