TCP / firewall issues Win MX

I think I have some firewall problems that I cannot seem to rectify. Since my computer prowess is limited please go easy on me.
Yesterday I installed Win MX and it went through its auto configure sequence. It could not get through the TCP as a primary so I ended up with a secondary (proxy I think) connection which is much slower. I use Cox (cable) as my ISP. I also have a D-Link wireless router and also run Norton IS in the background along with XP.
So, I disconnected the router and ran the computer directly into the cable modem for testing purposes. I also shut off the Norton firewall and the XP firewall for testing.
I ran the Win MX setup wizard again and it still won't get a TCP connection with the default port values.
Can anyone here steer me in the right direction to correct this problem? Right now I can download at dialup speed (slowwwwwwwwwwwww) but I wish to attain the speed my system is capable of.
