PSX gme file to PS1 memory card via PS2 or PS3 USB card reader?

This might be an odd one. My brother has a DexDrive gme file on his computer from years back and though he got rid of the DexDrive and PSX, he wants to put the file/s back on a PSX card to pick up where he left off on his PS2. Is there a way he can buy something like Action Replay MAX EVO, copy the gme to the pen drive, copy the gme from the pen drive to a PS2 card, and then copy it to the PSX card?

The only thing I think he might have problems with is the gme file format. If so, what format would the gme have to be converted to?

Or would there be a windows or linux driver to use the PS3 USB card reader? Once again, I would still need to know what format the gme would have to be converted to if needed.
