after ripping a dvd and converting it to mpeg using tmpegenc I get lines accross the video. Can anyone tell me why, it is driving me mad. I have tried every setting change I can think of.

What format your original source (DVD) is? Is it an NTSC (American) DVD?

Yes it is a region 1 American DVD. I don't have the problem with region 2 discs, just the region 1.

You need to perform an operation called IVTC -- Inverse Telecine, because American movies, if they are in 29.97fps (NOTE: NTSC movies can be in either 29.97 or 23.96fps -- in case of later, you don't need to do this operation, but you need to use NTSCFilm template in TMPGEnc instead of NTSC), are all in sort of interlaced mode. You should read this guide to see what settings you need to modify in TMPGEnc's settings:
