NetV Monitor w/ TV Tuner

Hi,
I found a pretty big NetV Multimedia monitor at the beginning of the summer that was being thrown out at an apartment complex near my campus.

I can't find much info online about my monitor, it seems they were manufactured a few years back and designed to be used in classrooms or for business?

Anyway, I would like to use it as a 2nd monitor and watch TV on it, since its a lot bigger than my current set.

I scoped out that Tuner a bit. I have Windows XP (not Media Center). I have digital cable at my house and would like to simply feed my cable into the tuner and watch via the monitor.
Any comments/suggestions? I'm pretty new to this idea but would like to see if I can save some money on this over buying a new LCD TV. Thanks a lot for your time.
