Beijing 2008 pc problem, vertex shader 3.0

I have installed this game, and when i try and run it, i get the message saying,
'this game requires at least vertex shader 3.0'

After some research i believe its either to do with my OS- XP Home
or my graphics card- ATI Radeon 9550

I thinks its also linked with Direct X 10- is this only available with vista?

If someone knows exactly what this message and would kindly explain it to me, then i would be most grateful, and if someone else or the same person would be able to tell me how to sort this without buying/ and if i need to buy something what to buy, i once again would be most grateful.

it's your graphics card. you'll need a new one. something like this:

but in order to properly power it, you'll need a new power supply. the corsair 450VX is recommended.
