I believe I'm having massive hardware issues, as when I'm playing Conquer Online 2.0 I get major FPS lag like getting 3 fps when I'm around some people and its barley playable. I checked my CPU and system temp in BIOS and got CPU at 86C and System at 57C. I'm not sure if that is good/bad, is there a way I could check it while I have my game running? Any info or advise would be greatly appreciated. My CPU is Intel(R) Celeron(R) CPU 3.06GHz.

I think I will go buy some air to clean my fans out and should I also get some thermal gel for my CPU?

Your cpu temperature shouldn't be over 60c, the alarm on my motherboard goes off at that temperature.
You might have to rig a large case fan to point directly at your cpu fan to cool it some more.
Also download the below free utility (everest home edition) to check you cpu temperature in real time under windows, instead of in the bios.

86C is vast, I'm amazed your PC doesn't shut down at that temperature. Sounds like you could not only just do with a dust-out, but also some better case ventilation and possibly a better heatsink.

Weird this is what I got:
Temperatures:
Motherboard 55 °C (131 °F)
CPU 5 °C (41 °F)
Aux 83 °C (181 °F)
GPU 48 °C (118 °F)
WDC WD800JB-00JJA0 36 °C (97 °F)

The CPU temp is a bug, so not sure how bad the other values is. Reboot your system after a gaming session and check the BIOS - it won't be spot on, but it should give us a clue.

Time for a good old dust-cleanout and a heatsink refit then. Take off the cooler, clean off the thermal material with rubbing alcohol or window&glass cleaner, then reapply new paste (I recommend buying either Arctic Silver V or OCZ Freeze) as instructed on their website - then put the cooler back.

What would be better Windex or rubbing alcohol? and should I just use a paper towel?

Rubbing Alcohol if you have it. I used a papertowel, you just need to make sure it won't leave bits behind.

Well I throughly cleaned my computer from all the dust, and I removed the thermal compound from my heat sink and CPU. I will re-apply some as soon as I could get my hands on some. I tried starting up my computer as it is, but now I realized my CPU is getting up to about 102ºC then shutting down and my power supply fan isn't spinning anymore, any solutions?

Well no, but turning a PC on with no thermal paste is still a very bad idea. It sounds like your Power supply needs replacing. You could potentially replace the fan yourself but it's a relatively dangerous operation and voids your warranty if you have one. You would be better off replacing the PSU. If it's a prebuilt PC it needs to be the same one as you already have.

Its a custom built computer I got all the parts from TigerDirect. I found some thermal compound that I had left over, but only had very very little and checked my CPU and its at about 68ºC, Is that good or should I go get some more?

Leave your PC off, and clean off the paste you just applied. Buy some proper stuff like Arctic Silver V or OCZ Freeze, and apply it exactly as the manufacturer instructs, THEN report back. Oh, and get a new PSU as well. :)
I'd recommend an Antec Earthwatts 380W - cheapo brand units WILL cost you.

I just bought a new case, since it's cheaper just to buy a new case than a brand new power supply, and the I/O shield it came with doesn't match my motherboard. I'm starting to hate computers, any retail store like best buy or circuit city where I can go purchase one?

Backplates come with the motherboard not the case (though cases do come with them, rather bizarrely) - so use the one you had before, it will fit!
Also, you have just made a very bad decision - the reason why cases with PSUs are cheap is because the PSUs are nasty, and they go bang, and I do mean that - they often catch fire. I recommended you buy a proper PSU for a reason. If you want to stay safe, you'll heed that advice.

I haven't had a back panel even in my other case, which could be why my CPU was getting hot =/
