NV 4 - Menu Doesn't Match the Videos in Aspect Ratio

I'm trying to make a DVD out of a pair of 16x9 videos, with a menu screen from a JPG capture of a frame from one of the videos. Obviously the same 16x9 ratio as the videos.

Nero Vision 4 leaves the videos 16x9 as it should, but turns the menu screen into a 4x3 letterbox.

Under Video Options: Aspect Ratio I have tried both 16:9 and Automatic with no difference in the results. What else can I do?
