Quiting utorrent makes internet go out

When I quit utorrent and stop torrenting after like 2min my internet will go out. To get it to work again I have to power cycle the router and modem. Once I do that it only works again for about 15-20min before I have to do that again. It stays like this for a few hours or more before going back to normal. There are a few reasons that this started. I reinstalled windows and installed utorrent 1.8. I'm not sure if those have anything to do with anything but it seemed to occur after I did those. Anyone know whats going on?
