I Have A Dell Optiplex GX110 computer and I am trying to upgrade the CPU from Pentium3 733mhz to Pentium3 1.4ghz(730 socket) when I install new CPU the computer turns on automatically with no output. The power light is orange. I reset nothing happens. I was told the CPU is compatible.I do not know if I need to update my Bios I`m currently at Bios 08.Can anyone help me out with this?

is there switches on the motherboard to change cpu speed? is also possible the board isd not capable of running that 1.4ghz cpu as needs a 14x multiplier. 14x100mhz fsb = 1.4ghz
