I am trying to use Nero PhotoSnap to cut out a tiny part of a photo then refill it back with the color that will blend it back in with the picture. Anyone know how?

Nerosnap? unless you have the full paid for version, this app is next to useless. M$ paint is better than snap imho, give that a go as you already have it.
For another free photo editor, you could try Gimp. I haven't used it myself, but give it a try, it just might be what you need. If you get serious about photo editing you could use Photoshop or Photoshop elements (lite version). These are a tad expensive however.
