WIndows Sidebar ( Vista ) problem plz help

Everytime I started up the windows up, sidebar popped out saying "Setting.ini is being used by another process. Close the other program and click Retry, or Cancel to exit Sidebar."

So do u know this problem? Plz tell me if u do
