Let's see, 24 episodes of a half hour show on one disc? What video format are the episodes, AVI or DVD compliant? Even if AVI you should be able to get five or six on a disc. But either way the compression required for all 24 (if even possible) would make the compilation unwatchable. I'm thinking closer to four to six discs minimum.

Now were talking. I use TMPGEncDVD Author 3. They just updated today with a new name. I'll provide the link. Add episodes one at a time until you reach a total size of about 4300 mb. The menu wizard will make a separate chapter for each episode. Proceed to Simulation tab to preview your creation. Then proceed to Output tab to either burn your new DVD or save to harddrive. I usually save to harddrive and open the new folder with DVD Shrink if a little compression is needed. Burn with Imgburn. If the new folder is 4300 mb or less skip DVD Shrink and go straight to Imgburn to finish your first disc. Use good media and burn no faster than 6x or 8x on 16x blank discs. This is my method. There are other apps and methods that will work as well.
24 episodes on one disc isn't that far of a stretch. It would be possible with H264 encoding at anything SD (720 x 400) or below. You could even achieve this with DivX/Xvid but the quality would be quite poor. I would recommend AVC(H264) Video and AAC Audio combination for the most efficient compression.
It might require two discs to retain quality. If you were to target 10 hours per disc, then you could use a video bitrate of 900Kbs and audio at 128Kbs. 8 hours per disc will allow video bitrate to increase to about 1150Kbs. While this isn't optimal quality (far from it actually), with the right encoding methods H264 could produce results better than expected.
However, if you want to retain stand alone DVD Player compatability, then as Peshtigo mentioned, you will need to use DVD authoring software.
Also, what format are the original subtitles in? How do you plan to include them in your disc? Would you like them hardcoded (embedded) into the picture or would you like them switchable?
