It all depends on what's inside the ISO. Try opening it with DVD Shrink. If there are no errors, it means that the files are DVD compliant. You can then use ImgBurn to burn to a blank DVD.
If the files are not DVD compliant, you will need to extract the files from the ISO to a new folder using Winrar or almost any Zip program and then convert them with the proper software.
Post back stating what type of files you have inside the ISO.
All this can be done with freeware. You will not need to buy anything.

If it's a DVD image file, burn it to a blank DVD using ImgBurn.

I just realized that the Error message was totaly a VideoLAN VLC Media Player problem and Not my ISO. Now the .ISO plays the video perfectly now. After I replaced VLC with Windows Media Classic with the newest codec package then it played the Movie .ISO perfectly when I used TMPGEnc Authoring that turned the .ISO to VIDEO_TS but theres No AUDIO_TS this concerns me with no AUDIO_TS would this cause my DVD to not have sound on a home DVD Player ? thanks in advance I really apprecate your help :)

Don't worry about the AUDIO_TS folder. Just burn away.
Burn on good quality media at half the disc's rated speed.
