Can you burn a pal game to a ntsc? Using dvd decrepter.

No!!!

But there is a program called PS2 PAL 2 NTSC y-fix or other variants of the name.
You can find it most anywhere with a search.

You use it on the image on your hdd then burn it.

I've used it a couple of times and it worked perfectly.
