Problem with Megui and the final video size

hi all,

So i just want to re encode a video with Megui and put in on a DVD5.
My settings are good and i resize the 1080 to 720. Then i open the bitrate calculator and choose 3.6 GB( The result is more or less 5300 kb/sec).
Ok the setting is the Ryu77 bluray x264 with 2 pass.
I start to encode and at the end, my video file result is 6.591 GB!!
In the log it really write :
[Information] Final statistics
---[NoImage] Video Bitrate Desired: 5393 kbit/s
---[NoImage] Video Bitrate Obtained (approximate): 9424 kbit/s

Why 6.5 Gb and not 3.5 ?????
It's megui 0.3.0.3001
If someone can help me.
