Error due to parental controls when trying to play Hellgate:London on Vista

I just installed Hellgate: London onto my PC running Vista and after opening the launcher and trying to run the game I get the error message "error: application does not have permission to run due to parental contols".

I am the admin and only user.

I have tried to "Run as administrator" but it doesn't work.

I would really appreciate it if anyone has any suggestions or solutions?

strange error message.

is the any options before launching the game available? probably is the start>programs area
