I have created the remepeg.cffl file using ifoedit. I let it load in ReMPEG2. Now I go to options and set the output resolution to 720x480 and set the frame mode to MATCH SOURCE. How do i set up the (scale factor) and the (limit max bitrate)? PLEASE HELP ME

The scale factor is the how much you want to reduce the movie by . There are lots of guides on how to calculate a new average bitrate (This is the figure that appears below the scale factor slidey bar) . You need to know the movie length (Not always what it says on the box) and the size you need the movie to be and you can use something like the mad bitrate calculator to get the answer . Here's a quick and rough method for you - a DVD holds approx 4500M , you know the size of the AC3 sound file you demuxed with the movie .M2V file and you need to know the size of everything else . The folder you have demuxed the M2V and AC3 files from (This is the folder that contains the working movie that you will use Ifoedit on to remux the new .M2V back into) less the size of the AC3 and M2V files will give you a size X which is everything else . If you have stripped the movie of everything , menus and extras etc , then you can say X is approx 200M and skip the last bit of maths .
Right the scale factor calculation is (all in Meg)
(4500 -size of AC3 -X)/(size of M2V) and times the answer by 100 to get a %
Ill put the figures I have in for Monsters Inc with no extras AC3=290 and M2V=4674 and X would be 200
(4500 - 290 - 200)/4674 = 4010/4674 = 0.857 = 87%
Call it 85% 0r 84% just to be on the safe side , hope this makes sense to you and its not too hard going :)
