computer won't shut down

I'm a newbie here, got a question, when i turn off the PC in the normal manner, it reboots all by itself, most of the time...sometimes it will shut down, about 15% of the time.
it doesn't matter if i go to stand by or turn off, it won't do the deal, that is, it shuts down and then goes PING and restarts itself...this XP home.
i did remove the nero software which eliminates the wsp idle, and turned off the something or other in the msconfig start up per laddyboy's suggestion, and that got rid of the idle thing...whatever that is...but it still likes to reboot itself.
any help or suggestions would be appreciated,

Error on shutdown issue. Go to Admin. Services > Event Viewer. You should see a list of errors and warnings along with error code numbers. Make note of error codes at or near shutdown time. Google XP error code number.
or, Try to run a checkdisk. Go to My Computer > Right click Drive C > Properties > Tools > Check volume for errors > check both boxes to try to fix errors automatically > Restart.
If this fails we'll need to dig deeper.

when my computer windows xp pro did the same thing. I traced the problem to a usb 4in1 adapter. When I disconnected this component, that fix the problem and my computer was able to shutdown proberly.

That would indeed be the next step. Any new hardware peripherals or drivers or driver updates? If so, disconnect and uninstall.

nope, nothing new has been added for a year or more, there is no usb external hub, this problem began over a year maybe 2 years ago, and what's really weird is that it is intermittent, that is, the thing will shut down once in a while, mostly tho, it turns off and then immediately goes "beep" and starts right up again.
i did the view events thing, there were about 4 or 5 errors for today alone, but no "codes" that i could find...so right now i'm running the checkdisk thing to see what happens.
by the way the error events seem to involve something called the dns proxy agent, sigh, over my dumb head for sure.

well, i ran the chckdsk, and it still turns off and immediately restarts itself...any other thoughts would be appreciated.

dns would suggest ethernet card or some other network card,try disabling either your onboard modem or ethernet card or firewire card,actually before you do that check in properties to see if there are any boxes checked to turn the computer on,it'll be under device manager so click on administrative tools then comp management,you may also need to check BIOS settings,failing that just do a reformat as that should work considering the comp was fine originally

Before doing a complete reformat and clean XP installation consider these options. Dig out your XP installation disc. You'll need it anyway at this point. First try running sfc /scannow. Your Windows updates, installed programs, and personal folders won't be altered. Takes about 30 to 40 minutes.

If that fails try a repair installation (not recovery console). You lose all Windows updates but retain your installed programs and personal folders. Takes 40 to 45 minutes.

If that fails your looking at a reformat and a clean XP installation. You lose everything: all updates, all programs, and all personal folders. Takes the better part of one whole day to get everything (if you backed up your personal folders to discs) back to the way you liked it before it crapped out on you.

If a clean install is inevitable, the most time consuming chore is reinstalling all those Windows updates. Just go to Windows Download Center to download and save SP3 to your PC. Service Packs are all inclusive of previous updates so you'll save a lot of time doing one big update installation. Then save that SP3 installation file to CD. You may need it again someday.

As a side note: after you've gone through this "ordeal" 3 or 4 times consider buying an external harddrive and backup your entire "good" computer with Acronis True Image or Norton Ghost. It's worth the expense and I'll guess you wish you had it now.

Yep i concur with suggestion of Acronis or Ghost,they've both been life & time savers,if you ever need help with an imaging program the guy's at radified can help as they specialise in imaging & help is free

EDIT: After using SP3 cd you will stll need to go to windows update to get the fixes that have been released after SP3 was released,you'll also need the .NetFramework which is there also,just hit the custom button on the webpage.The windows update icon if you did'nt already know is in the all progs list

You are also going to need to hit that "custom" update button for software updates (e.g. Windows Media Player 11 and any updated drivers). The "express" button only gives critical security hotfixes. You might want to research that Net Framework download. Unless you try to download other software that specifically requires Net Framework you won't need it. It's a fairly large file. I had it on my PC for years and finally dumped it about a year ago. If you should ever need it just go get it. Net Framework 1.1 or 2.0 is probably all you might need. The asp.net was a pain in the neck for logging on so I got rid of the whole thing.

The .NET Framewok is not like the SP3 update which is inclusive,if you need 2.0 don't delete 1.1

Well, thanks folks, I've read all the above dialogue and suggestions, hmmm, do any of you live in San Diego? :-)
I'm afraid that most of the activities described above are over my head, my instinct is just to let the damn thing run...it's my teenage son's anyway...tho the electric bill is climbing with all the on time and not being used, sigh.
once in a while, I will do the ultimate no-no, just cut the power in the back of the tower. sorry. I know that is bad.
But to tell the truth I'm afraid to tackle the tasks delineated above right now, tho I will study them...the kid doesn't care of course, tho I assume he could figure out what you are all talking about.

BIOS settings need to be checked,usually F1 on reboot,make sure power settings are set to off:
After Power Failure [Stay Off]
Wake on PME [Stay Off]
Wake on Modem Ring [Stay Off]
Check other similar power settings that may automatically restart the comp
The internet connection can also restart a comp if it's set to wake

I was going to suggest this. I installed XP SP3, and spent 3 days on and off the phone with Microsoft finding why my comp wouldn't shut down, that was the prob.
