GDR8082n External enclosure problem

When i put my gdr8082n into an external case it doesnt get any power but when i put another slim line drive into the enclosure it works just fine.

but the gdr8082n doesnt get any power while the other drive is out of an inspirion b120 and is slim line looks the same and everything.

why would it not be getting power? does it need a special enclosure besides a usb 2.0 slim line enclosre. also it fits inside the enclosure just fine
