HP Laptop with Windows Vista Freezes on Welcome Screen

Ok I have a friend who has a HP Laptop with Windows Vista on it which was previously working fine. But now it just freezes at the welcome screen at now loading.

The keyboard is still functional and nothing currently is plugged in. They've tried removing the battery and AC Adapter but still with problems.

We tried the safe mode method but it gets to a black screen with safe mode written at the top and the bottom with a mouse but it stays frozen there.

I suggested a Windows vista boot CD but she does not have any at the moment? Is there a way to fix this?
