Episode TV Shows - How to remove footage and how to build a new DVD

I have multiple TV shows that I want to move from my hard drives to DVDs. But before moving them to DVD I want to remove commericals and other extra footage that isn't part of the actual show. I'm not sure which software package to use. Anyone have a suggestion? Also, when I clean all my video footage which software should I use to create the DVD? I would like to have menus so you can skip around shows you don't want to watch.
