I am having the problem described below, I found this description (which is worded better than I could come up with) but no answers. To clarify the blue screen is not the blue screen of death but rather it is just a blank desktop.

"My Guest Account won't load.

I am using Windows Vista Home Premium. I have two user accounts set up, my
Administrator account and a Guest account. The Administrator account works
just fine, but every time I try to load the Guest account, it takes me to a
blank, blue screen. I tried waiting for two whole hours, and when I came back
it was still blank. I can open the Task Manager on this blank screen using
CTRL+ALT+DEL, and it shows there are only four processes running:

csrss.exe
dwm.exe
taskmgr.exe
winlogon.exe

I have tried running explorer.exe from the task manager, but to no effect:
the screen remained blank and explorer.exe never showed up on the Processes
list. Also, when I try to run a process from the Task Manager, the "Browse"
button doesn't work (I can press it but it doesn't do anything).

Does anyone know what's going on?"

Try this first. Link I hope that will solve the problem. I found that before I posted the rest of this message! I hope it works.

It seems that if you read the post in this forum related to the topic that many are experiencing the problem. Some say that it is the OneCare issue and the last post says that it is IE7 for Vista.Link

No in my research on the situation I did find one person with the issue that was able to get it resolved. It will change some of the security settings on the computer, but it will also get it fixed. Link

The first thing that I would suggest is to try to make another user account and see if you still have the same problem. An Administrator may remove accounts, so it will not be hard to change if the account also has a problem. It seems that in Vista the UAC (User Account Control) is what is causing the issue.

Edit #2: I was just informed that turning UAC off is a bad idea. They supplied me with two links and told me to tell you to give the user administrative privileges.
