fortunately it's not my buy. it's my neighbors' kid .. his 13 years old kid wants a computer and his dad asked me to see if i can put something together for him. He got some parts from somewhere.. not enough for a complete system though. he doesnt want to spend too much for a 13 years old, so he asked me to come with some part and finish the system.
i know he has the EVGA GPU.. the hard drive, the dvd rom, the case.
so.. since it's a tight budget. this is what i come up with..

The Athlon X2 7750, while not my personal choice, isn't a bad budget CPU. The ASRock board concerns me as I'm not really convinced by their build quality. For an $80 motherboard, it'd be better to go with a Gigabyte GA-MA78G-DS3HP:

If he already has the graphics card fair enough, as 9600GTs were better value back then, it's just buying them nowadays is silly, they're well overpriced as they're outdated hardware.
With only a 512MB graphics card, using 32-bit is fine. 3.5GB is much better than 2GB, so buying 4GB of RAM is still fine.
