I sincerely hope you haven't already bought those components, there are two major weak links in it (Phenom 9850, EVGA 9600)

If you have, bad luck, but I would recommend a Corsair VX 450W. (Note, not just any old 450W will do)

thanx for the reply sammorris..
fortunately it's not my buy. it's my neighbors' kid .. his 13 years old kid wants a computer and his dad asked me to see if i can put something together for him. He got some parts from somewhere.. not enough for a complete system though. he doesnt want to spend too much for a 13 years old, so he asked me to come with some part and finish the system.
i know he has the EVGA GPU.. the hard drive, the dvd rom, the case.
so.. since it's a tight budget. this is what i come up with..
tell me what do you think.?

AMD Athlon 64 X2 7750 Kuma 2.7GHz
ASRock A780GXE/128M AM2+/AM2 AMD 780G ATX AMD Motherboard
Cosair 4GB PC2 6400
XIGMATEK HDT-S963 92mm Rifle CPU Cooler ( not sure if needed)
PSU Corsair VX 450W

is this alright..?
thanx in advance...

is he using 64bit xp or vista because if he isn't then don't get 4gig of ram as windows won't see past 3 to 3.5 gigs?

The Athlon X2 7750, while not my personal choice, isn't a bad budget CPU. The ASRock board concerns me as I'm not really convinced by their build quality. For an $80 motherboard, it'd be better to go with a Gigabyte GA-MA78G-DS3HP:

I'm also a bit wary of Xigmatek coolers and their strange design. A more proven heatsink will be this one:

The PSU and memory are fine, obviously.
If he already has the graphics card fair enough, as 9600GTs were better value back then, it's just buying them nowadays is silly, they're well overpriced as they're outdated hardware.
With only a 512MB graphics card, using 32-bit is fine. 3.5GB is much better than 2GB, so buying 4GB of RAM is still fine.
