I belive you stated an oxymoron. In P2P you are dealing with another computer run by someone like your self but maybe more knollagable. If there is a provider then it is not P2P.

What do you really mean?

I will assume your 'provider' is your client software. Your client software will not let you select E: drive? If E: is a USB external drive, it may be too slow. Maybe what you want to do is, use C: for the download directory and use E: for the finished directory. When the downloading is complete the data gets moved to less expensive real estate. When you are giving back you set the pace so speed is not important. If you plan any serious downloading you ought to get an eSATA external. Those are not as easily implemented but are over 100 x faster.

First USB drives. USB ports require the CPU to translate the HD stream to a USB stream to flow over the USB wire then it must translate the flow back to a HD stream. Any USB stream is pretty slow and firewire will tax your CPU as well.

eSATA connections allow raw SATA steams to communicate with an extrenal drive. To transfer 20 g of data to a USB external will take all night if it doesn't crap out. This can be done in about 30 minutes with an eSATA. If you with to use this technology I would buy the box and HD seperatly. That way you pay a little extra and get top of the line hardware. The box often is a kit with an eSATA connection. If your computer has an extra connection you just plug in the connector into the connection. You can buy top of the line 1.5 TB disk for a little over 100 USD the best box will be under 50 USD. Then you will have a real nice set up. The eSATAs usually have a USP2 port as well.
