Nintendo DS wont switch on, then it wont switch off.

Hello everyone!

i have a nintendo DS here that i've been trying to get going for a wile here.. and the issue is that i cant turn it on by the power switch, so i have to take the batt out ( for a bit ) and make sure its no plugged in, then put the batt in with the lid open and plug it in, and it will turn on and function normally.

Then when it comes time to turn it off, i cant do that either!
i have to pull the batt/unplug it.

I've replaced the power switch, checked the F1 and F2 fuses...

And anyone think of anything else i should be looking toward that would cause this?
