Ideally, the firmware in your burner contains the manufacturers ID codes of the disks that the burner manufacturer has tested.

The optimum burning speed (referred to as a 'strategy')for a particular disk ID is applied to the disk (after it compares the disk ID to the information in the firmware).

Different burners may have different strategies for identical disks.
Different disks with the same nominal burning speed, may have different strategies on one particular burner.

Firmware updates are sometimes offered to include new disk ID's or correct problems.

Firmware updates shouldn't be done casually - that said, if your PC is an HP, Compaq, etc, the best place is to go to their site.

Nero Disk Speed is a download-able utility that will identify the drive and the current firmware - Imgburn will also give this information.

This site has information on firmware for many drives.

I just find it odd that the burn time would vary so much just by changing from +R to -R
I have a IBM Pentium 4 with XP

there is no reason why the DVD dash R would burn faster than the DVD plus R ? you should burn at 6x to 8x and not burn at max speed anyway

You should burn at the speeds which best suit your media and your burner, not some mythical, anecdotal 'rule of thumb'.
